What Age Youth Participate in Cub Scouts?
The Cub Scout program starts in kindergarten (around 5 years old) and goes to the 5th grade (around 10 years old).
What's the Plan For Starting a Cub Scout Pack?
I plan to find a small group of adults with age appropriate children to meet with me and a council representative a few times to:
plan publicizing the effort within peoples' school and other communities
brainstorm organizations I can approach to sponsor the Cub Scout Pack. Sponsorship involves striving to ensure the Pack's success and providing a place to meet.
We will then host some community meetings at the start of the school year, publicizing our efforts and recruiting youth and adults.
What Specifically is Being Asked of Me if I Volunteer to Assist?
Attendance at 2-3 meetings as described above and assisting with community publicity and recruiting (probably a meeting or two for the latter). You are not signing up for any commitments beyond this.

A Cub Scout Pack was started 4 years ago at the Josiah Quincy School in Chinatown and now has ~100 members.
